I’m looking at a model 94 rifle in 32ws serial number 1071819 which I believe is 1931. The gun would rate around 80%. I looked for it in the Blue Book but it states after 1929 only the carbine was produced. Does anyone know the exact end of production for the Rifle.

As is usually the case, the Blue Book is wrong. Winchester did not discontinue the Sporting Rifle variation of the Model 94 until January 1938. Serial number 1071420 was the last Model 94 made in the year 1930, which would indicate that 1071819 was manufactured early in the year 1931. The final serial number in the year 1937 was 1158835. I highly recommend that you pick up a copy of 'The Red Book of Winchester Values, 4th edition' (available here on the WACA website book store).
