There are 3 types of forms:
1. Form 49a: This form should be used any Indian passport holder (whether he resides in India or abroad), if he/she wishes to register for a new permanent account number. Even non-resident Indians holding a valid passport of India, should fill this application.
2. Form 49aa: Such a form is required to be filled by an individual holding foreign passport holder (whether he lives in India or internationally) & international organizations. These individuals can be PIOs (person of India origin), OCI (overseas citizenship holder of India) or a straight out individual possessing a foreign passport without having a PIO/OCI card. This form should also be filled by an international entity, that includes: Firm, LLC, LLP, Incorporation, Corporation, Partnership firms, Trusts, S-corps, Universities, Limited or private company, etc.
3. CSF application: This should be filled by anyone (all kinds of passport holders, or organizations), if a duplicate (re-printed copy) is needed, in case you have lost or damaged your existing PAN card. The same can also be used, if you need any kind of correction, changes or updates in your card.

The old sets of forms are out dated for foreign nationals and are not being accepted from them anymore.
